WebThe CC&Rs can only be changed with the authority of the CC&Rs, unless there is a state law that overrides them. Typically the CC&Rs require a majority or super majority of all owners to amend. If the bylaws were amended to say something contrary to that, it would be null and void because the bylaws are an inferior document to the CC&Rs.
